Remarks: This method is an operation pipeline consisting of (i) Geocentric translations (geocen domain) by grid (gtg) (method code 1147) and (ii) Geocentric translations using NEU velocity grid (gtg) (method code 1144). An epoch parameter with a value of -999 is a flag to indicate that the coordinate operation value is to be a user-defined input.
