Remarks: This method is an operation pipeline consisting of (i) Position Vector transformation (geocentric domain) (method code 1033), and (ii) Point motion (geocen) by NEU grid (gtg) (method code 1144). An epoch parameter with a value of -999 is a flag to indicate that the coordinate operation value is to be a user-defined input.
