Scope: Approximation for pan-European statistical analysis in extended ETRS89.

Remarks: Assumes that PTRA08 and ETRS89 are equivalent within the accuracy of the transformation. ETRS89 formally limited to stable part of Eurasian plate but use extended for pan-European small scale analysis. For a more accurate CT, concatenate through ITRF.
